The City of Commerce is a Home Rule municipality with a council-manager form of government. The City Council consists of the mayor and four council members, elected at-large and serving two-year staggered terms. The City has a Planning & Zoning Board, a Master Plan, and completed a ten-year Strategic Plan in 2004.

Commerce employs 18 municipal police plus seven reserve officers. In addition, East Texas A&M University has its own police department; the two organizations work in partnership. The fire department has 13 paid firemen and 17 volunteer fire fighters.

Established in 1889, East Texas A&M University is one of the premier institutions of higher education in the state and is leading producer of highly qualified teachers.
